Biography

Hironori Washizaki is a Professor and the Associate Dean of the Research Promotion Division at Waseda University in Tokyo and a Visiting Professor at the National Institute of Informatics. He also works in the industry as Outside Director of eXmotion and Advisor of SI&C. Hironori currently serves as Immediate Past President of the IEEE Computer Society (CS) to lead its activities and future directions.

IEEE activities

Since 2023, I have served as 1st Vice President, President-Elect, and President of the IEEE Computer Society (CS) 2025, guiding its strategic direction with a focus on student and early-career engagement, stronger industry participation, and advancement in emerging technical areas. While overseeing the entire program to achieve these goals, alongside other leadership, I inaugurated and led the CS Juniors program, recognized globally for its STEM education, and launched industry-focused initiatives such as the IEEE GenAI Summit 2025 and the IEEE SWEBOK Summit 2025 and 2026. With strong volunteer and leadership support, these efforts have enhanced CS’s recognition, membership growth, and community expansion.

Since 2017, I have contributed to the CS Professional and Educational Activities Board (PEAB) as a member, chair, and vice-president, where I led the evolution of the Software Engineering Body of Knowledge (SWEBOK) Guide. This work underpinned educational courses and certification programs, contributing to CS receiving the IEEE EAB Society/Council Professional Development Award.

Regarding the publication aspect, since 2019, I have served as Associate Editor of IEEE Transactions on Emerging Topics in Computing, promoting scholarship and advancing the journal’s visibility in its specialized field.

Regarding technical communities and conferences, I have contributed to IEEE conferences in software engineering and related domains, fostering professional community building. My leadership roles include serving as IEEE COMPSAC SIoT Symposium PC Chair and Advisor Committee Member since 2019; as IEEE ICST 2017 PC Chair; as IEEE CSEE&T 2017 PC Chair, 2023 General Chair, and Steering Committee Member since 2018; as IEEE ISEMV Steering Committee Member since 2025, and as IEEE CAI Steering Committee Member since 2025. I have been appointed as IEEE/ACM ICSE 2029 General Chair.

As a member and geographic activity, for nearly a decade, I have chaired the IEEE CS Tokyo/Japan Chapter, organizing events and awards to inspire and engage members. Through these accomplishments, I have advanced research, education, and community engagement in the CS and greater communities, strengthening IEEE/CS’s regional and global leadership.

Position statement for 2027 IEEE Division V Delegate-Elect/Director-Elect Campagine

Together, we can further IEEE’s mission by advancing technology responsibly for humanity, sustaining the IEEE Computer Society’s leadership in computing, and reinforcing IEEE’s status as the premier global professional community.

Foster innovation, global collaboration, and responsible technology: Strengthen partnerships among industry, academia, and government to accelerate research and practice, advance emerging technologies, and launch initiatives that deliver societal value in computing and engineering. Through standards, publications, conferences, and technical communities, provide evolving bodies of knowledge while ensuring innovation is pursued responsibly, with attention to ethics and sustainability in the era of digitalization, generative AI, and beyond.

Empower and grow the community: Expand mentorship, training, and professional development across all career stages, from pre-college to senior professionals, while encouraging broad participation across diverse regions and backgrounds. Drive membership and volunteer growth and foster continuous learning, networking, and leadership opportunities that create lifelong, impactful connections to broader society through both existing and new channels, leveraging innovations such as agentic AI responsibly.

Catalyze collaboration with integrity and transparency: Promote open, transparent, and agile collaboration across the IEEE Board of Directors, staff, volunteers, and organizational units, including the Computer Society, to address interdisciplinary opportunities and challenges with integrity. Strengthen connections and build an ecosystem where communication, ideas, resources, and communities are seamlessly integrated and synergistically coordinated.

Research and Selected Publications

My research interests include reliable systems and software engineering, AI/machine-learning software engineering, and ICT education. I have published over 75 research papers in refereed international prestigious journal and magazines as well as over 350 papers at international conferences and workshops, including IEEE Internet of Things Journal, IEEE Computer, IEEE IT Pro, IEEE Transactions on Emerging Topics in Computing, Empirical Software Engineering, Future Generation Computer Systems (FGCS), Empirical Software Engineering (EMSE), Advances in Computers, IEEE/ACM International Conference on Software Engineering (ICSE), and, IEEE/ACM International Conference on Automated Software Engineering (ASE). Based on the substantial research achievements and related contributions, I have been honored to receive numerous awards and recognitions, including the IEEE Computer Society 2022 Best Paper Award, the IEEE Computer Society 2022 Spirit of the Computer Society Award, the IEEE Computer Society Distinguished Contributor Award 2022, and the IEEE Computer Society 2023 Best Paper Award.

Standardization

Since 2015, I have been the Convener of ISO/IEC/JTC1 SC7/WG20 to standardize bodies of knowledge and professional certifications, including developing the ISO/IEC 24773 series and adopting the IEEE CS SWEBOK as ISO documents. I have worked closely with the CS S2ESC to standardize the SWEBOK Guide and promote related standards. These are good foundations for organizing further IEEE CS’s learning contents and certification programs in the area.

Technical community

I have led the software engineering and the general computing professional community in Japan, Asia, and globally. I have led various IEEE and ACM conferences, such as IEEE COMPSAC Advisor Committee Member, IEEE CSEE&T Steering Committee Member, IEEE CAI Steering Committee Member, and ACM AIware Steering Committee Member. I have served as a Steering Committee Member for the Asia-Pacific Software Engineering Conference (APSEC). I am also active with the Information Processing Society of Japan (IPSJ), where I have served as the Editor of its journal and Chair of the Special Interest Group of Software Engineering (SIGSE).

Academia-industry collaboration and continuing education

During my professional career, I have led numerous academia-industry joint research projects and large-scale funded projects in software design, quality assurance, and AI/machine learning software engineering. In the industry, I have served as an Outside Director of eXmotion Co., Ltd. since 2018 and as an Advisor to SI&C Co., Ltd. since 2024. Since 2017, I have led a large-scale, funded IoT/AI/DX professional education and related research program, called SmartSE, involving over 10 institutes and 20 industrial partners in Japan. To make the project sustainable and expandable, I have inaugurated and led its academia-industry collaborative consortium since 2018.
